The ambition of the project is to achieve the formulation of evidence-based anti-poverty policies, both through quantitative profiling of the risk of poverty and of the most exposed social categories, and, as far as possible, through empirical identification of cause-effect links between existing policies and individual outcomes, according to a policy evaluation perspective.

These aims will be pursued by making the best use of the resources and skills present within the project's research team. In addition to economic skills (which in turn refer to a range of specializations), the team of researchers combines a wide range of skills in a multidisciplinary key, from legal skills, to sociological and demographic skills, to psycho-pedagogical skills. Moreover, the team is enriched by the presence of external researchers of the highest profile. First of all, the steering committee, which includes some of the world's leading experts on relevant issues. This is flanked in a more operational capacity by researchers from international institutions (in particular the World Bank and OECD) who are active in the development of anti-poverty and anti-discrimination policies.

A further distinguishing feature is the significant presence of national and international funding outside the project, which substantially enhances its operational capacity, internationalisation and impact on public policies.
